Important Notice Regarding E-Bike and E-Scooter Use

Dear Pearl River School District Families,


The unsafe operation of e-bikes and e-scooters has become an increasing concern throughout our region and within our school community. Two District students recently sustained injuries as a result of collisions involving e-bikes and e-scooters on school playgrounds and recreational areas after school hours. Under New York State law, individuals under the age of 16 may not operate e-bikes or e-scooters. In addition, operators who are 16 and 17 years old are required to wear a helmet when operating an e-bike or e-scooter. State law also prohibits the operation of e-bikes and e-scooters on sidewalks. Families are encouraged to review the New York Bicycling Coalition’s E-Bikes and E-Scooters Safety Guide for additional information about safe and lawful operation. 


To ensure the safety of all students, staff and community members, those who are found to be riding e-bikes or e-scooters on school premises under the age of 16 or lawfully riding an e-bike or e-scooter without wearing a helmet will be considered insubordinate to the directives in this letter and subject to disciplinary action in accordance with the Pearl River School District Student Code of Conduct. No student may ride an e-bike or e-scooter on school sidewalks, walkways, playgrounds, athletic fields or other recreational facilities on District property. 


Students who are 16 years of age or older may use e-bikes or e-scooters for transportation to and from Pearl River High School, provided they comply with applicable laws and District expectations.


We ask that parents and caregivers review these expectations with their children and emphasize the importance of safe and responsible operation of e-bikes and e-scooters. By working together, we can maintain a safe and healthy environment for all members of our school community.
